Loxley adopts $7 million budget

LOXLEY, Alabama — The Loxley Town Council voted to approve its 2018-19 budget at its Oct. 8 meeting with total net income just under $400,000 for the coming year.

The council voted unanimously to pass the budget with total projected revenues of nearly $7.3 million with expenses of just less than $6.3 million with added long-term debt of more than $600,000.

The budget included an increase in general fund and utility fund revenues. Revenues in the general fund are projected at just over $4.5 million for 2018-19, comparted to nearly $4.1 million for 2017-18.

Expenses in the town’s general fund budget also increased for 2018-19, going from just under $3.9 million in 2017-18 to just under $4.3 million for the coming year, a net surplus of just under $235,000, down from $267,000 a year ago.

The town’s utility fund included a surplus of around $583,000 for 2018-19 with operating revenues of about $2.4 million, increased from $2.2 million in projected operating revenues last year.

Other income and revenues totaled $386,000, compared to $450,000 in 2017-18, bringing the total net income and expense to around $769,000 for a surplus of $154,000, compared to $220,000 a year ago.

In other business, the council:

• Approved a resolution assessing cost on the Owens property on Alabama Lane.

• Donated $500 to the Robertsdale High School basketball program for the gym flood fundraising campaign.

• Approved the 2018-19 financial contribution with the Baldwin County Economic Development Alliance at a cost of $2,500.

• Renewed the town’s contract with the Central Baldwin Chamber of Commerce at a cost of $4,200.

• Accepted roads for maintenance in Phase 2 of the Osprey Ridge subdivision.

• Renewed the town’s tri-party intergovernmental service agreement with the Baldwin County Sheriff’s Department and the Baldwin County Commission for the housing of prisoners.

• Approved a contract with Southern Software for computer software for the Loxley Police Department.

• Accepted audited financial statements for the 2016-17 fiscal year.

• Appointed Randy Smith to serve on the Loxley Planning Commission.

• Approved payment in the amount of $84,843,20 for Ferguson Water Works to purchase materials for the Alabama 59 to U.S. 31 water main extension.

• Approved payment in the amount of $97,604.53 for Nordan Contracting Company for work completed on the Alabama 59 to U.S. 31 water main extension.

• Approved payment in the amount of $46,592 for Nordan Contracting Company for work completed on the Alabama 59 to U.S. 31 water main extension.

• Renewed the town’s Cafeteria Plan for the 2018-19 fiscal year, which began Oct. 1 and ends Sept. 30, 2019.

• Appointed a voting member to the Eastern Shore Metropolitan Planning Organization.
