Loxley adopts $7 million budget for 2016-17

LOXLEY, Alabama — The Loxley Town Council voted to approve its 2017-18 budget at its Oct. 9 meeting with total net income of more than $750,000 for the coming year.

The council voted unanimously to pass the budget with total projected revenues of nearly $7 million with expenses of just under $5.5 million with added long-term debt of more than $600,000.

The budget included an increase in general fund and utility fund revenues. Revenues in the general fund are projected at just more than $4.1 million for 2017-18, compared to just under $3.9 million for 2016-17.

Expenses in the town’s general fund budget also increased for 2017-18, going from $3.7 million in 2016-17 to just under $3.9 million for the coming year, a net surplus of just more than $267,000, up from $170,000 a year ago.

The town’s utility fund included a surplus of more than $870,000 for 2017-18, with operating revenues totaling $2.2 million, a slight increase more than 2016-17 with this past year’s operating revenues projected at $2.1 million with total operating expenses of just under $1.4 million, compared to $1.3 million a year ago.

Other income and revenues increased from slightly more than $300,00 this past year to nearly $450,000 for 2017-18 with expenses of over $200,000 for a surplus of $220,000 compared to a projected $270,000 for 2016-17, bringing the total net income in the utility fund to slightly more than $1 million with long-term debt expenses of more than $600,000, bringing the total surplus for 2017-18 to more than $750,000, compared to slightly less than $400,000 in 2016-17.

In other business, the council:

• Approved an amended plat for the Stonebridge PUD.

• Tabled a measure to declare a public nuisance at a residence on Fincher Lane, giving residents more time to clean up the property.

• Approved a maintenance plan for Stonebridge Phase 1A.

• Approved the execution of an agreement concerning a Transportation Planning Process for the Eastern Short Urbanized Area, authorizing Council Member Richard Teal to serve as the town’s representatives to the MPO and Utilities Superintendent Scott Bankester to act as proxy in the event that Teal cannot attend a meeting.

• Approved the 2017-18 financial contribution of $2,500 to the Baldwin County Economic Development Alliance.

• Approved a sponsorship for the Robertsdale High School basketball team.

• Authorized the raising of matching funds and council approval for façade grants for local businesses.

• Authorized Bankester to have the town’s Christmas lights rewired.
