Loxley to purchase four police vehicles with help from grant

LOXLEY, Alabama — The Town of Loxley will purchase four new vehicles for the town’s police department with the help of a federal grant.

At its meeting Monday, March 14, the Loxley Town Council voted to approve a $50,000 grant agreement with the U.S. Department of Agriculture’s Rural Housing Service, which would in effect pay for one of the cars, said Police Chief Chip Cason.

The council also approved a loan resolution on Monday for the remainder of the purchase price. The total purchase price for the four vehicles is $167,152, leaving $117,152 for the town to pay.

The remainder of the purchase price will be paid through a bond agreement through the USDA.

In other business at the March 13 meeting, the council approved a $12,784.95 payment for engineering services for Goodwin, Mills and Cawood as part of the town’s sewer and drainage rehabilitation project.

In April 2016, the council approved a contract for engineering services at a cost of $41,245, paid for by a $350,000 Community Development Block Grant, which received federal approval in November 2015. The grant pays 90 percent of the total cost for the $385,000 project.

According to the grant application, filed by the South Alabama Regional Planning Commission on behalf of the town, “Loxley has identified community development needs and determined that there is a critical need to provide sewer and drainage rehabilitation in an older area of the town where high concentrations of low to moderate income persons reside.”

An estimated $171,250 will be spent on sewer rehabilitation, while an estimated $130,000 has been slated for drainage improvements.

The grant area includes a western portion of town from St. Alban Street south to West Relham Drive including North Cedar Street, North Walnut Street, North Oak Street, County Road 49 and a small portion of North Pine Street.

In other business, the council:

• Approved a proposed amendment to the town’s zoning ordinance to change property located north of Interstate 10 from B1 (general business district) to M1 (light industry). The request was made by Milling Commercial Realty Inc in order to build a 30,000 square-foot warehouse for building materials on the property.

• Purchased a 2017 Caterpillar loader/backhoe at a cost of $71,614, which includes a $30,000 member discount and $20,000 in trade.

• Approved a five-year Source Water Assessment Area (SWAA) revisions agreement as required by the Alabama Department of Environmental Management.

• Approved a proposal by Superintendent of Utilities Scott Bankester to replace the culverts on County Road 49 at an estimated costs of between $8,000 and $9,000.

• Approved a request to hold amnesty days for free debris pickup in the days leading up to the annual Baldwin County Strawberry Festival April 8 and 9.
