LOXLEY, Alabama — The Loxley Town Council voted at its Nov. 13 meeting to approve invoices totaling more than $48,000 as part of the town’s sewer and drainage rehabilitation project.

Three separate invoices, totaling $48,556.90 were approved by the town council, including engineering services with Goodwin, Mills and Cawood of $4,949.90; administrative services with Grant Management LLC, totaling $4,800 and construction costs totaling $38,807.50 with Platt Builders Inc. totaling $38,807.50.

In November of 2015, the town received federal approval for a $350,000 Community Development Block Grant (CDBG) through the Alabama Department of Economic and Community Affairs (ADECA). The grant pays 90 percent of the total cost for the $385,000 project.

According to the grant application, filed by the South Alabama Regional Planning Commission on behalf of the town, “Loxley has identified community development needs and determined that there is a critical need to provide sewer and drainage rehabilitation in an older area of the town where high concentrations of low to moderate income persons reside.”

An estimated $171,250 will be spent on sewer rehabilitation, while an estimated $130,000 has been slated for drainage improvements.

The grant area includes a western portion of town from St. Alban Street south to West Relham Drive including North Cedar Street, North Walnut Street, North Oak Street, County Road 49 and a small portion of North Pine Street.

According to the terms of the grant, $39,842.41 of the invoice approved during the Nov. 13 meeting will be paid for by the grant with matching funds from the town totaling $8,714.49.

According to a letter received from the engineering firm to the town, Goodwin, Mills and Cawood has reviewed Platt Builders Inc.’s pay estimate and found that the contractor is approximately 33 percent complete with the overall project and therefore recommended payment.

In other business Nov. 13, the council:

•Approved a proposal with Graphic Penguin to make upgrades and improvements to the town’s website to include the Bicentennial on the town’s website with a cost estimate of $3,000.

•Approved a tri-party agreement with the Baldwin County Sheriff’s Department and Baldwin County Commission for the housing of prisoners.

•Approved Ordinance No. 2017-20 for the collection of water/sewer assessment and impact fees.

•Approved Ordinance No. 2017-21 to amend the code adoption by the town and to amend the town’s supplemental code.

•Approved Ordinance No. 2017-22 to participate in the 2018 Severe Weather Preparedness Sales Tax Holiday in February.

•Renewed the town’s line of credit with Citizens’ Bank.

•Donated $400 to the Loxley Elementary School robotics team to attend competition.

•Met with Junior Executives and representatives from the Central Baldwin Chamber of Commerce.

•Received a report from Charles Parker with The Retail Coach.
